Our History
Osana International Incorporated is a boutique, family-owned consulting firm incorporated in the State of Maryland in the United States in May 1996. At its Board of Directors meeting, it was decided that Osana’s mandate would be to help the governments of emerging nations in South and Southeast Asia to improve the delivery of goods and services to their citizens, Public Management Reform.
The need for PMR throughout South and Southeast Asia was quickly highlighted by the 1997-1998 Asian Economic Crisis (Krismon), a period that gripped much of the area and raised fears of a worldwide economic meltdown. As the crisis spread, most of Southeast Asia saw slumping currencies, devalued stock markets and other assets prices, and a precipitous rise in private debt.
Our Work in Indonesia
Osana’s founder started development work in the Republic of Indonesia, the world’s fourth most populous nation, comprising more than 17,000 islands, in 1989. To further cope with the 1997/98 Krismon, the Indonesian Coordinating Ministry for Economic Affairs engaged Osana to help implement a series of public procurement reforms, based on a newly-adopted Procurement Regulation and Procurement Manual, which Osana’s founder helped to draft, to improve the efficiency and effectiveness of the acquisition of public goods and services, one-third of the Indonesian national budget.
As an outgrowth of this initiative, the Indonesian National Development Planning Agency (BAPPENAS), under the World Bank TAP41 Project competitively selected Osana to evaluate alternative means to facilitate and sustain private sector investment in the provision of infrastructure and related facilities, primarily through the identification, preparation and competitive tendering of Public-Private Partnerships (PPP) in a fair and transparent manner.

Expansion of Our Services
Additionally, throughout South and Southeast Asia, Osana has experience implementing international Public Management Reform Projects financed by multilateral agencies and bilateral donors. Osana’s primary PMR strengths are in Local Governance, Decentralization, and Good Governance, Political and Economic Analysis (PEA), Institutional Strengthening, Capacity Building, Law Development/Legal Reform, Public Private Partnerships (PPP), Project Management and Public Procurement.
Twenty four years later, Osana has expanded its client governments to include not only Indonesia (at the central, provincial and local government levels), but also Cambodia, Pakistan, the Maldives, Nepal, the Philippines, Vietnam, Bangladesh, as well as short term assignments in Sri Lanka, Hong Kong, Malaysia, Singapore, Austria, Egypt and Kosovo.
International Experience
Besides Indonesia, Osana International has successfully completed projects in other countries, among other Cambodia, Pakistan, the Maldives, Nepal, the Philippines, Vietnam, and Bangladesh. We have also completed short-term assignments in Sri Lanka, Hong Kong, Malaysia, Singapore, Austria, Egypt and Kosovo.
