Teodoro S. Regino Jr is a civil engineer and also a certified PPP Practitioner who has ability to design and implement a PPP enabling environment including PPP laws and regulations; list a pipeline of PPP projects, rank, prioritize, and monitor their implementation; act or lead a transaction advisory team in preparing PPP project and business cases, bid documents, and PPP contracts; and assist in the commercial and financing negotiations as the PPP contracts and loan agreements are finalized. 

Regino’s skills as a PPP specialist evolved from his more than 30 years of experience as a transport planner preparing feasibility studies including economic and environmental evaluations. He is also has experience in public finance management, highway design, in procurement, program appraisal, and construction supervision – in both public and private sectors.
